Executive Summary:
The United States faces a growing complexity of threats. Many US capabilities best suited to meet these next generation threats are dispersed within various elements within our Diplomatic, Intelligence, and Defense agencies. This has been recognized by senior US leadership. The concept of Mosaic Warfare was instituted to meet this threat. Yet, we still lack certain capabilities, formations, and authorities to fully counter emerging and established asymmetric threats. US capabilities to defeat these threats exist in a dispersed and non-cohesive arrangement. The formation of Unconventional Warfare Strategic Reconnaissance CEMA teams should be established to meet the full spectrum of hybrid threats.
These teams should have three core competencies: Intelligence Collection, Cyber Warfare Activities, and Extreme Long-Range Marksmanship.
A key threat capability are reconnaissance elements that use precision marksmanship, electronic warfare, and the ability to coordinate fires. These elements operate within a broad spectrum of conventional, asymmetric, and clandestine manners. We need to match and exceed threat capabilities in this arena. As clearly demonstrated by Russian operations in the Crimea and Ukraine from 2014 onward. The ability to deploy these elements in support of subversion operations to exploit social fractures within a targeted country, in a clandestine manner, is cause for alarm. The Russians clearly understand how to use and exploit these capabilities.

United States needs to develop Unconventional Warfare Strategic Reconnaissance CEMA teams. Many of these capabilities are a key mission set for U.S. Army Special Forces. The authorities, capabilities, and expertise within the Special Forces Operational Detachment - Alpha is by far the best place to start. This document will demonstrate the authorities, capabilities, formations, expertise, and equipment needed to best provide this capability.
